Neither France or Germany wanted to engage their troops in trench warfare in the winter of 1939-1940. So, they sat facing each other in their lines of forts, and waited for the other to start something.

The phony war was the time period between 1939-1940 when we had declared war but didn't do any thing

After Germany subdued Poland, the war in Europe settled into a long, quiet lull that lasted through the winter and spring of 1939. Then in 1940, Germany launched a massive invasion-"Blitzkrieg" ("lightning war")- on Denmark, Norway, the Netherlands, Belgium and finally France.

The term Phony War (sitzkrieg) refers to the period when the Allies were preparing to counter Germany, but not actually launching any offensive. By the time they were ready, the Germans had the advantage, leading to Allied failures in Norway and at Dunkirk.

In 1939, there was a brief failed attack by France in the Saar, and at sea Germany attacked several British warships.
