The term the fall of Rome refers to the fall of the western part of the Roman Empire, rather than the city itself, which was never conquered. The process which led to this fall was triggered by the invasions of this part of the empire by the Germanic peoples. The eastern part of the Roman Empire was not affected by these invasions and continued to exist for nearly 1,000 years. The first invasions took place in 406, when the Vandals, Sueves and Alans crossed the frozen river Rhine into Gaul, which was part of the empire.

Different people would answer this differently. There is even a valid question about when Rome fell.

Personally, I would place the beginning of the fall of Rome at the time when Emperor Marcus Aurelius decided to make his own son, Commodus, emperor, instead of adopting the most able person to follow him, as the three emperors before him had done. This ended the most stable period in the history of the Roman Empire, and introduced a time of decline.

Commodus was a bad enough emperor, that his Praetorian Guard murdered him. Of the following nine emperors, eight were murdered, as the political situation in Rome continued to decline.

After that came the Crisis of the Third Century, during which the median life expectancy of a new emperor was less than two years, if he was approved by the senate, and less than that if he was not. Many people claimed to be emperor, and many of them had armies and enough power to have their own mints making coins for them. For some of these emperors, the only evidence we have of their lives is a few coins inscribed with their names.

Diocletian reestablished order, but it did not last. His reign was marked by a series of civil wars. Constantine reestablished order and ended the wars, but when his reign ended, his sons made war with each other. The Fourth Century never really brought Rome back to the stability it had before the death of Marcus Aurelius. And before the Fourth Century ended, the Roman Empire was permanently divided into East and West.

What we usually call the fall of Rome was really the termination of authority of emperors of the West Roman Empire. Roman Law continued to function to a degree in the areas of the empire taken over by Visigoths, Ostrogoths, Franks, and some others. The Byzantine Empire was the continuation of the East Roman Empire. The Senate of the West Roman Empire also continued to meet until at least 603.

There is a link below to an article on the Fall of the Roman Empire. Interestingly, it says the decline began 320 years before the traditional date of the fall in 476. This would put the beginning of the decline leading to the fall in the reign of Hadrian, well before the reign of Marcus Aurelius.
