Tsar Nicholas II sets up the duma and allows fredom of speech, press(newspapers), assembly and worship as well as freedom from arrest. A first only rich Russians could elect the duma but then the middle class was also given general suffrage. Russia therefore became a constitutional monarchy. This didn't last long however because Nicholas grew bored of the duma and issued the fundemental laws giving him outright control over the duma and so no real reform came from the duma. (this is only a brief overview of the results- but it is considered to be a 'dress reheasal' for the 1917 revolution that depoesed the Tsar.

"Bloody Sunday" occurred on January 22, 1905 in which several hundred thousand demonstrators making a peaceful march toward the Czar's Winter Palace in St. Petersburg under the leadership of a priest, Father Gapon.

Cosssack cavalry first rode through the crowd hacking at the marchers with their sabres, then back again to the front of the crowd. After that the Imperial Guard of the Czar Nicholas II fired randomly into the crowd until it dispersed. The incident created such unrest among the Russian people that Czar Nicholas was forced to agree to institute the Russian Duma, a type pf parliament.

The Russian Revolution of 1905 took place for a variety of reasons. For one, the people were tired of being taken advantage of by the monarchy government. This was especially true in the workplace, which saw countless Russians suffer with meager earnings and extreme poverty. The revolution also saw peasant uprisings, along with worker strikes and even military mutinies.

As a result of the Russian Revolution of 1905, Tsar Nicholas II allowed the creation of the Duma, a lower house parliamentary body democratically elected by the Russian people. The other result was the issuance of the October Manifesto by the Tsar which promised greater individual freedoms to the Russian people. As with any autocratic rulers, the Tsar soon reneged in part on all promises he made in order to stay in power. The Duma never became a governing body as promised. It was reduced to making recommendations which the Tsar was free to ignore.

The Russian people were discontented with the Tsar's autocratic rule and callous disregard for the Russian people. The Tsar's attitude brought this discontent to a head with the massacre of unarmed peaceful demonstrators outside the Winter Palace in St. Petersburg on January 22, 1905 with the incident known as Bloody Sunday. The Tsars Cossack cavalry cut down marchers and his Imperial Guard fired their rifles into the crowd.

Public reaction was so irate that the Tsar issued the October Manifesto of 1905, which called for the creation of a National Assembly, the Duma. Originally intended to be a legislative body, the Tsar dragged his feet and delayed final creation of the Duma that the public outrage after Bloody Sunday subsided. The Duma was not allowed to be a legislative body. Instead, it became nothing more than an advisory council which the Tsar was free to ignore. Never the less, the concept that the Tsar was a king, even God-like, was dashed forever.
