The culture of the Russian people in 1917 was very low. More than 90% of the population were peasants. Most of them were illiterate, had no political culture, business was that of the Middle Ages. Therefore, concepts such as freedom, democracy, they understood as permissiveness, lack of order, the ability to do whatever you want. But, the political elite was not less than primitive. For some months the Provisional government brought the country to chaos. For example, in the face of war against Germany and Austria, the Provisional Government introduces electiveness commanders of military units and involved in control of army the Committees of Soldiers' Deputies. This has led to the collapse of the imperial army. The country has become defenseless against enemy. Another example the Provisional government held an amnesty and released to freedom of political prisoners together with 3,000 robbers and murderers. In the capital and other cities, began looting and robbery, as the tsarist police were also eliminated. During the war in Russia there were no restrictions on food and other goods, but poor management led to food shortages in cities and inflation.The Provisional Government promptly has failed to resolve land ownership - that was the main question of the revolution. As a result, in the villages began robbery country estates and murder of the nobility. Eventually Bolshviks led by Lenin take advantage of that. Lenin proclaim the monstrous slogan - expropriation of expropriators or rob the loot. Lenin promised to share all of the stolen property equally and compel all to work. Peasants and workers were delighted. They believed in a utopia of Lenin and followed him. This has led to the October Revolution of 1917.
