But, if "the new federal governemt" means the organization that represented the united colonies in their fight against Britain, I believe that Trenton was the first seat of government. The first capital was in Philadelphia during the Revolutionary War. It was moved to New York City from 1785 to 1790, during the ratification of the US Constitution. The government finally moved to the new national capital of Washington around 1800.
