Interestingly, it wasn't a dinosaur. It was a sort of crocodile, called Phobosuchus. Around 15 meters (50 feet) long, its jaws were three times as big as those of Tyrannosaurus. The giant sea-lizard Liopleurodon might have given it a run for its money, but Liopleurodon fossils are incomplete and there's some dispute about its true size.
No prehistoric carnivore specimen, except the Shastasaurus Sikkanniensis,, has matched the Sperm Whale (up to 20.5m [67 feet] in length and 57,000kg (125,663lbs) in weight) in terms of size. Sperm Whales live on Giant Squid, and so can be considered carnivorous. The Shastasaurus grew up to 21m [69 feet], but they only wieghed 36,287kg (80,000lbs).
