Shay's Rebellion proved that the U.S. government badly needed to reform the Articles of Confederation. The federal government was unable to finance enough troops just to combat a group of rebel farmers in western Massachusetts. One of the reasons the federal government was so weak was because they did not have the power to tax other states, which was thought to encourage the protection of every state's independence. But really, policies like these just rendered the federal government ineffective.

The rebellion prompted the federal government to reevaluate itself. Eventually, it was decided that the Articles of Confederation needed to be replaced and this led to the Constitution.

Shay's Rebellion eventually led many to agree that the country needed a strong federal government. Some who had been anti-federalists changed their minds and agreed that the Articles of Confederation need to be replaced with something stronger more definitive.
