Based on Confederate war records and any regulations concerning the conduct of privateers, the Confederacy did not or could not set a priority on dealing with the Union's blockade. The South's secretary of the navy, Stephen Mallory, however, had created the semblance of a strategy that involved using mines in ports and rivers to sink or damage Union blockaders. He also sought to have cruisers like the CSS Alabama and CSS Florida attack Union cargo ships, forcing the US navy to use some of its fleet to add more protection for its cargo.
In 1861, the Union Blockade Board had recommended the seizure of Wilmington, North Carolina. The Board saw the importance the city's port had in terms of Confederate commerce. Despite that, Wilmington had been a naval target of low priority. This was in part due to Union flag officers Stringham and Goldsborough. They believed that the capture of the principal forts and towns in the sounds region of North Carolina to be more important.
