The pope was always to exert some authority over governments during the Middle Ages. He could excommunicate a king, if necessary, and free everyone who had an obligation to that king from those obligations, leaving the king vulnerable to rebellion and invasion. In addition to the well known call to crusades, the church also lobbied to protect women and poor people, among other things.
