Really they are not banned armies can use them if they want without any restriction but the weapons banned by the U.N are the Dum dum, Bacteological and chemical weapons(Gas,White phosforus.etc)
NATO countries are beginning to realise that wounding the enemy is more efficient than killing, as it snarls up the support servuces and affects morale. Phos grenades are still used by UK troops. Bio and chemical weapons are forbidden but one can assume that Porton Down retains them for both military and preventative uses
There are protocols set by the Geneva Conventions that ban some weaponry, such as the blinding laser, a weapon designed to inflict permanent loss of vision.
The following treaties are generally considered in effect for the entire world, and cover even those countries which have not signed or ratified them (and, thus, contain the types weaponry banned):
There are several categories of weapons which are forbidden from use (note, that none of these treaties name specific weapons, only categories).
Certain weapons which might be perceived to be covered under the above generalization are not usually considered banned, or are restricted according to their use.
Examples:
In addition, the Ottawa Treaty (Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction) bans all autonomousanti-personnel land mines of any sort. This will cover most of the world, though there are several major non-signatories (the USA, Russia, and China being major non-signatories). In addition, there has proved to be significant issues with the treaty, including unintended side-effects, which make it unlikely that such mines will indeed be banned in actual use for quite some time.
The new Convention on Cluster Munitions will take affect in 2010, and ban all cluster bombs and similar weapons which do not meet very strict requirements of size, ability to be detected, and other limits. This treaty currently has a limited number of signatories, though it is expected to grow slowly.
This site basically sums it up:

Hope this helps!
Well, i think you asking this question wrong, it's "Can be", because any weapon call be used in war, gas, bombs, chemical agents, spies, hell even car bombs, there is no rules in war, except for uniforms, early wars suggested that both sides of the war have to have uniforms to identify allies and enemies.
I really think in the Future, Nations will ban the use of Chemical and Biology weapons, because they are seriously dangerous. Hope this helps :)
