The major goal of Stalin was to consolidate all power in his own hands. He attempted this by surrounding himself with loyal associates and by getting rid of all his political opponents.

The methods he used were typical of ruthless dictators. He used physical force and political methods. Opponents were declared enemies of communism and jailed or executed. Many were banished to Siberian prisons. He even ordered the extermination of large groups of people in Russia, like the wealthy class of peasants. Fear was the main tactic Stalin used to remain in power cause his surrounding consisted mainly of Jewish agents.

In the medium term, a powerful state capable of standing up to any opponent and united under the firm leadership of the Communist Party, led of course by J Stalin. In the very long term he probably envisaged an egalitarian society at peace with a like-minded world, but the detail of his aspirations is obscured by the repression and excesses that accompanied his drive to industrialise the USSR and re-mould its peoples.

Stalin's main goal was to transform the USSR from a backward nation to a nation who could overtake the advanced countries. He said that Russia was backward in terms of its military, industry and agriculture and "may be beaten and enslaved" if she did not become powerful. Stalin's main efforts were across three different areas. Firstly, the Five Year Plans sought to transform industry, secondly collectivisation and the transformation of agriculture and finally Stalin wanted to take control over the Russian people, he did this through the 'Purges' and mass Propaganda.

Stalin's narrower goals were to keep building up the Soviet Union's industrial and military power to become as great, if not better, a world power as the United States was.

He wanted to dominate Europe and protect the Soviet Union from invasion by the capitalist countries by taking control of countries like East Germany, Poland, Bulgaria, Romania, the Baltic States and others nearby in order to create a buffer, a "cordon sanitaire", between the USSR and the western countries.

The Germans invaded the Russia in the summer of 1941 with the goal of taking Moscow.

In 1939, Hitler told Carl Burckhardt, League of Nations Commissioner, "Everything I undertake is directed against the Russians. If the West is too stupid and blind to grasp this, then I shall be compelled to come to an agreement with the Russians, beat the West and then after their defeat turn against the Soviet Union with all my forces." Also in1939 Hitler established a non-aggression agreement between Nazi Germany and the Russia, and a secret protocol outlined how Finland, Estonia, Latvia, Lithuania, Poland, and Romania would be divided between them. The two powers invaded and partitioned Poland in 1939.

For nearly two years the border was quiet while Germany conquered Denmark, Norway, France, The Low Countries, and the Balkans. Hitler had always intended to renege on his pact with the Soviet Union, eventually making the decision to invade in the spring of 1940. Hitler believed that the Soviets would quickly capitulate after an overwhelming German offensive and that the war could largely end before the onset of the fierce Russian winter. The German invasion therefore caught the Soviet military and leadership largely by surprise.
