Yes, for most of his presidency. He initially had large Democratic majorities for his first two years in the White House, but that changed after 1994, when the Republicans gained control of both houses of Congress for the first time since 1954. They remained in the majority for the rest of his presidency and that is why Clinton was successful.
If you are a Democrat, you probably find so-called "Tea-Party Republicans" very extreme and too conservative in their policies, and you undoubtedly want them removed from congress. Since America is a democracy, and since the current group of Republicans in congress was voted into office in the 2010 mid-term elections (where members won their races in their particular states), the only way to remove them is to vote them out in the next election. For this to occur, it will take more than just frustration from Democrats who disagree with certain Republican policies. It will also take the votes of moderate Republicans who may regard the Tea Party faction as too ideologically rigid, and thus, not good for the future of the Republican Party. For now, whether you are a Democrat, a Republican or an independent, if you disagree with the Tea Party Republicans, you should express your views on talk shows and on blogs, and give your support (both financially and by volunteering) to candidates you feel will better represent your views. And in fairness, it should also be said that while some people are upset with the Tea Party Republicans, they also have many fans: in some states, especially in the southern United States, Tea Party Republicans remain very popular and could easily win another term in congress, if they decide to run again.
The Democrats have shown no interest in inviting Hassan Rouhani to give a speech before Congress. Rouhani has not met any Senator, Congressman, or President so far anyway.
It's easier to answer the question by how many years have the Republicans controlled both houses since 1950...the answer...only four...and two of those four the majority in the Senate was 51-49, a razor thin and actually Democrat controlled since at least four Republican senators were liberal in voting.

The 97th Congress (1981-1983) saw a relatively thin Republican majority in the Senate (53-46, so not enough for the 60% override) and a Democrat majority in the House. In the Senate, Republicans held the majority until 1987. From 1987-1995, the Democrats held control. Republicans regained the majority in 1995, which they held until 2001. The 107th Congress (2001-2003) saw a tie, with the Senate split 50-50. Republicans regaind a majority for the 108th and 109th Congresses (2003-2007), and then the Democrats had the majority in the 110th and will have it in the 111th. In the House, Democrats had the majority through both Reagan and Bush, Sr.'s Presidencies, until the Republicans gained the majority (in both the House and Senate) in 1995 (election of 1994). The Republicans ruled the Senate from 1995-2007. Now, the Democrats havea majority, and the recent election will see their majority through at least until January 2011.
