No, not quite. They were opposing military alliances. NATO was Free World, and the Warsaw Pact was Communist. In the event of war in Europe they would have fought against each other. NATO was created first to coordinate a multi-nation defense of Western Europe, and the Warsaw Pact was Eastern Europe's equivalent to NATO.
