You could write whole books on that question and many people have. To put it in a nutshell though I think the founders wanted to create a government that would be strong enough to protect the states from foriegn invasion and domestic disturbance but weak enough that the people of the several states could continue to govern themselves without interference from the central government. Also, they wanted to ensure that there was a viable economy for the states to operate efficiently and peacefully in.
