The Indians were considered to be sovereign nations even though they were within the borders claimed by the United States. Relations with them were governed by treaties. Those treaties had to be negotiated and ratified by the Senate just like treaties with any other country. Michael Montagne Dedi, I think they clearly planned out Manifest Destiny for this country when they included this grievance: "He has excited domestic insurrections amongst us, and has endeavoured to bring on the inhabitants of our frontiers, the merciless Indian Savages, whose known rule of warfare, is an undistinguished destruction of all ages, sexes and conditions"
