The government in Sudan is centralized in Khartoum and maintains the majority of the resources and jobs. Southern Sudan, including the Darfur region, have stressed a desire for independence or recognition from the Khartoum government. In response, the inherently Arabic government lashed out violently against the African minorities and rebel groups in the South. They hired militia called Janjaweed, also known as "The Devil on Horseback," and they were sent into towns and villages to burn, rape, and pillage. This forced many refugees and displaced peoples to settle in the neighboring country of Chad.
