There were no neutral states. The Border States would have liked to be neutral, but became the biggest battlegrounds. Some of the western states were able to avoid too much involvement, but still provided troops and goods to both sides.

Kentucky, Missouri, Maryland. These were the slave-states of the Upper South that had (narrowly) voted against joining the Confederacy - to the enormous relief of Lincoln and his cabinet. Delaware can also be included as one of these, though that small state was less controversial.

In looking for this answer, I have found in my son's 5th grade Social Studies book 5 border states on a map. They are Delaware, Maryland, West Virginia (which broke away from Virginia and voted to stay in the Union and became a state in 1863), Kentucky, and Missouri.

Yet in a passage underneath the map it says:

"Four of the Union states--Delaware, Maryland, Missouri, and Kentucky--were slave states that seemed unsure of whether to stay in the Union or join the Confederacy. These were called the border states because, as you see on the map above, they were located between the Union and Confederacy. Three of these states --Delaware, Missouri, and Kentucky--said they would not provide soldiers.Maryland said it would, but only to defend Washington, D.C."

During the American Civil War, the border states were slave states that did not secede from the Union. These included Maryland, Missouri, Kentucky and Delaware. West Virginia, which broke away from Virginia was also considered a border state.
