The Russians wanted the Americans to wage war not only in West but also in the East, so Germany had to split up the army. The Americans where afraid that the Russians would attack THEM after the beated together Germany. So The States waited until June 1945 and than finally they helped Russia out.

Although the United States was neutral at the beginning of World War II, it was still provided loans to both Great Britain and the Soviet Union. Roosevelt also beefed up the military, just in case the situation worsened. Despite persuasion from Winston Churchill to join the allies, the United States remained neutral until the Japanese attack on Pearl Harbor.

The foreign policy adopted by America at the onset of WWII was called "isolationism". Roosevelt did not want America getting involved in what was considered a European conflict, but did supply weapons to allied forces. This policy obviously changed after Pearl Harbor which prompted America to engage military and naval forces in Europe as well as the Pacific.

The Congress was isolationist because they swore they would not get involved in other nation's wars that had nothing to do with the USA. They chose to a neutral nation too.
