Policies of freehold ownership (people could own land themselves instead of paying landlords) in Pennsylvania and the Middle colonies attracted immigrants from diverse backgrounds, bringing with them diverse religions. The region's religious tolerance encouraged these immigrants. Though William Penn had founded Pennsylvania as a haven for Quakers, the Quaker positions on pacifism and religious freedom ensured they would not be the Middle colonies' sole, dominating belief system.
