Answer
Odds are good that he'll notice you and think that you're interested in him, but I agree with the answer above. If you cross that line between tasteful and trashy, he may think you're interested more in 'indoor dating' than you are in going out. Which is fine, if that's what you really want, but remember that once that line is crossed it's very difficult, if not impossible to reverse things.

If you want to be treated as the lady you are, better to dress in a color and outfit that flatters all of you (not just the cleavage). The light in your eyes and interest you show him will go a lot further at this point as you ask him out. If you make plans, pay attention to the ambience (lighting, sounds, cost) of the place so that you enjoy your time out and can have a conversation and nice meal. Consider a daytime "date" since it is easier all around, and meet him there if you don't know him well.
Answer
With the experience I've had, chances are that the guy probably won't notice. He'll probably acknowledge the fact that you are wearing something a little more low-cut; but, I doubt he'll realize it's anything different from normal. Most guys don't analyze things that much.
Answer
Am a guy and let me tell you even a slight reduction in the neckline and a guy will notice. Thats one of the few things that guys do notice.
