I believe that wherever the sun will beam upon will cause the people to either suffer or genetically change due to the sunlight. The environment would be more drier and water would be scarce in the region where the sun was beaming upon, which will cause many forms of life to die.
Other places on the planet would be darkened until the rotation continued.
If not the living organisms and plants would die even with heat lamps etc...
people would become more palish skin toned. And lights would always have to be on in those certain places. People may be sick or have skin diseases due to the lack of sun.
Chaos would begin and Millions or people would be effect and will cause desperation for sunlight. The sun is the maker of all life on earth without it in particular regions life their could not exist.
