Well, most expats with unpaid credit card bills get to leave the country if they did not alert their respective banks whom they owe money as there is no mechanism in place for the UAE government in notifying banks when an expat's work visa is cancelled.
However, most banks in the UAE do have an extensive network of collection agencies all over the world especially in India, Pakistan & the Philippines who will do everything to bug you in your last known address and will do everything to intimidate your family hence pressuring you to pay out your unpaid bills. They will even bribe your neigbhors to tip you off whenever you our your immediate family members are seen.
Unless the amount involved is way too huge (by the millions), the possibility of being arrested in Another Country is very remote as no 2 countries will waste their time & resources on an extradition process over an unpaid credit card bill.
Some banks are considerate for as long as you notify them of your whereabouts as they would rather spend a longer time in recovery instead of not getting cent from you if they send you to jail.

no it will not,but if you have taken out loans prior to departing Australia you will be tracked once back in Australia or arrested once on arrival by the feds.
