Tempos have a lot of problems with radiator fans. They are a snap to replace and test. Just start your engine and set your ac to max. this should turn on your fan. pop your hood. if the fan isn't spinning then it is very likely that the motor is bad, its like three screws and a wire clip, the exact removal and replacement is left as an exercise for the reader.
Also do you have any coolant in your reservoir??
