A cyclone lifted Dorothy Gale's farmhouse from Kansas all the way to the beautiful, enchanted, magical lands of Oz. When the house landed, it settled on top of the Wicked Witch of the East. According to both the original 1900 book edition, and the beloved 1939 film version, of 'The Wizard of Oz', the action was fatal for the Witch.

The Wicked Witch of the East is the witch upon whom the house falls in "The Wizard of Oz."

Specifically, Dorothy Gale's house is carried by a cyclone from Kansas, over the rainbow and into the magical lands of Oz. The dissipating cyclone lets the house settle easily into the Blue Country of the Munchkins. It takes a life in so doing because the house is deposited on the very spot occupied by the Wicked Witch of the East, Munchkinland's detested ruler.
