HAD THE SAME PROBLEM IT IS YOUR "TPS" SENSOR located on the TBI.
Lots of things, but most probably carb or air related. In cold weather only ? Add the choke related problems.
As for carb or air, I'd start checking the vacuum lines for leaks or kinks, because they are simpler to check and cheaper to replace than carb details. Check also vacuum to other than engine-related matters (all vacuum reservoirs, lines to air cond. and emergency brake replace, etc). Then next before doing things with the carb, change the air and gas filters -especially if You've never done this before. Then the carb, possibly accelerator pump, linkage problems, clogged passages, wrong fuel bowl level (doesn't sound like this kast problem to me but check anyway)
Sorry, didn't notice Your "1991". Then there probably isn't a carb but injection... check the vacuum and the filters anyway, then the next I'd do would be to pour an injector cleaner bottle in the fuel tank, take the car to a longer ride, and see if the takeoff improves...
