You could be having an adverse reaction possibly to your detergent, the one you are washing your sweaty workout clothes in.
Then, you might to need to try only wearing cotton in your workout clothes. That's a good start. Anything with spandex or nylon won't breath properly and can cause rashes on some people.
Could be a heat rash through excessive sweating...and living in it. (The living in it is important; you have to work at sweat for a long dry while to get it to irritate.)
Meaning... sweat that is not washed out with a detergent that does not create problems just because it and your body dont get along, can by its self cause rash and other problems: such as being the breeding ground for yeast, molds and other fungi, on you, your body.
Warm sweaty places are good places for unwanted growths. Wash sweats often, even with just water.
