What would cause a skin irritation for an indoor cat her skin has scabs and bumps under her neck also by her back legs and torso she does not wear a collar and she does not have fleas?

If you have other cats, they may be biting her. If theres no other cats in your home, she may be allergic to something, like food, types of cleaners you use, etc. I suggest visiting a veterinarian right away though.
