there is a gasket beetween the tank and the bowl. the gasket could either be pinched or need to be replaced. It's an easy fix, and you can find standard gaskets at your local hardware store. there should be two or three bolts underneath the bowl. be sure to shut the water off first and flush the toilet as many times as possible to get the water out of the tank. If you want to do a quick check turn off stop tap, open cold water tap on downstairs sink and leave open, go back and check the toilet if water has stopped then its the ball valve. It needs a new washer or ball valve replacement. Turn downstairs sink tap off and switch stop tap back on wipe stop tap with kitchen towel and check for leaks sometimes turning stop tap off can cause it to leak.

I have heard that sometimes certain toilets under certain conditions can cause siphoning of water from the bowl of other toilets. Of course, that would require you to have two toilets on premises. If so, check the Cadet water level before and after flushing the non-Cadet toilet. Good Luck
the most likely answer to this question is a faulty washer, the reason it keeps running until the washing machine is turned on is cause the pressure is being withdrawn from the toilet. replace the washers to the toilets and monitor. if this fails you may have to consider replacing all the mechinisims inside
