Major engine failure?
Lights on a car do not cause any major fuel cost, as they are run off the battery. The engine has an alternator on it that is working all the time charging the system up. This is where the lights would cause any fuel costs. The alternator may put extra load on the engine, but it would be hard to notice any difference in fuel costs.
If the engine isn't running, the battery is low. If the engine is running, the alternator probably has a problem. If you are wearing dark sunglasses, remove them and the lights will get brighter. good luck!
I had a similar problem in a taurus. I had to replace the alternator.
Weak battery? Loose or corroded battery cables? Starter solenoid?
Bad bulbs? Sockets corroded?

All of these parts run on electricity, and for all of them to fail would be bad. Bad or burnt wiring could cause them not to work, or a alternator going bad could cause them not to work as well.
