There is a tube that runs from the AC module out through a hole at the bottom of the firewall and dumps all that water outside the car. That tube is either blocked, kinked or missing. Look underneath the car roughly where the passenger puts their feet and you SHOULD see a rubber tube that is crimped at the end.
Most likely cause is a build up of brake dust.

i have a 1998 Monte Carlo with the same problem , its probably just the switches for the windows that need to be replaced, also check the guides that on the bottom of the windows to see if they have a rust build up , this can cause the window to jam going up or down
