Well I have just gotten over this problem in my cavalier recently so my advice is to look at the engine at night time in dim light where the starter is l;ocated. If you see smoke or a spark on cables around the starter that is most likely the problem. If a new starter wont fix it then a new battery is my next guess. Numerous things can cause a car to hesitate when trying to start. Almost always it has to do with the fuel delivery system. A dirty fuel filter, dirty injectors, worn fuel pump, fuel pressure regulator, etc. Most often the problem has to do with what kind of hesitation. With a 1998 Cavalier, I would start with the Injectors. STP???

The whining noise in our 2001 2.2 cavalier turned out to be the a/c compressor. It ended up going out at about 120,000 miles. I would suggest having it serviced. I wish we would have had ours serviced.
