Think of life before the 1880's; household electricity didn't exist yet there were large cities, schools and factories. There was steam power, wind power and gasoline powered vehicles were starting to appear. There were sailing ships and steamships. Most long distance land travel was by coal-powered steam locomotives, most local travel was on horseback, or buggy.
Our modern way of life would be radically changed but by no means would everyone have to move onto a farm.
On the other hand, if you meant the question literaly, if there were no electricity, existence itself could not occur because at the atomic level, things "run" on electricity. Or even if you do not take it that far. At just the level of an organic being, you could realize that cells, etc., need electricity to operate. Thus without electricity, the human body coud not run.
electricity is a manifestation of movement through an electromagnetic field. So it is not possible for there to be no electricity, just no way of harnessing it. What would happen is there was no electricity would mean no electromagnetic waves and hence no energy or matter
