Augustus did not establish the Roman Empire. The Roman Republic already had an empire. In fact, much of Rome's imperial expansion occurred during the republican period. What Augustus established was the period of rule by emperors which followed the Republic. Augustus effectively became the sole ruler of Rome in 30 B.C. when he won his civil war against Mark Antony. His absolute personal rule was formalised in 27 B.C. with the First Settlement with the senate.

Augustus was the final winner of the civil wars which brought down the Roman Republic. He gained control of the Roman army and amassed a great fortune with the spoils of war. He used his power to bring the republic to an end and establish his own absolute personal rule. He became the first Roman emperor and begun Rome's 503-year period of absolute rule by emperors.
After Caesar's death there were further civil wars. The last of these was a contest between Octavian and Marc Antony over who would become the sole ruler of Rome and her territories. Octavian won. He brought the Roman Republic to an end and replaced it with his own absolute rule. He became the first Roman Emperor and started Rome's 503-year period of rule by emperors. He was given the honorary title of Augustus (the venerable one). Historians use the name Augustus for the period when he was the emperor.
