Until 1918, only adult (aged 21+) male householders were allowed to vote.
This was changed by The Representation of the People Act of 1918 which removed the property qualification from males and granted the vote to females aged 30+ but still with the property qualification -- they had to be a "householder" owning or renting a property in their own right.
The Representation of the People Act of 1928 equalised the voting age for males and females to 21 and removed the property qualification entirely. These changes applied to the whole of the United Kingdom, not just England.
