Actually the first idea of the cell phone dates back to the 1920's and police radios. In 1947 Bell labs made one of the first cell phones, but Dr. Martin Cooper of Motorola is given the credit for the first cell in 1974. It was very much like the phones we have today and was sold to the government. In wasn't until 1984 that cell phones were sold to the public.
I'm guessing in the 1900's I'm not sure of the exact year but i think it is in the 1900's.

AT&T got FCC approval for a cellular system in 1982.
