Actually the first idea of the cell phone dates back to the 1920's and police radios. In 1947 Bell labs made one of the first cell phones, but Dr. Martin Cooper of Motorola is given the credit for the first cell in 1974. It was very much like the phones we have today and was sold to the government. In wasn't until 1984 that cell phones were sold to the public.

The first generation cellular system (1G) was set up in 1979 in Tokyo.
AT&T got FCC approval for a cellular system in 1982.
Car phones had been in use for a while before this, but needed a central operator and base station. It needed modern electronics and computers, to handle the automatic switching between cells.
