One could possibly argue that a natural hazard such as fire might spur on invention of fire-extinguishers, deployment of fire departments, etc. the same with snow removal. oddly this analogy is never permitted in discussions of the rights and wrongs of contraception, which are deemed as grave violations of the Natural Law ( one can argue the same about fire apparatus and snow-removal gear).
What this means is, Sometimes God allows the devil to cause things to happen (and Satan can only do that if God allows it!) for our benefit. Which means, sometimes we have to go through something hard or life changing to wake up to the reality that God is God and we are not in control! Nor do we want to be! He knows what's best for us, and when we decide to make our own rules and live life the way WE want to, it usually ends up in a mess! So in His Grace, God steps in, allows something hard or bad to happen, so we will turn to Him:) Then the evil plan of the whole thing backfires on the devil!! Pretty cool huh? So what the devil meant for bad, God takes and makes something good out of it for our and Gods benefit. To draw us closer to the purpose and reality of who God has made us to be............:)

If you read William Golding's The Lord of the Flies, you will see that the theme of good vs. evil in human nature is a huge part. I think it's also probably present in the Hunger Games series.
In words like benevolent and malevolent it refers to the Latin word for "will" or "intention". Something which is benevolent is done with good will; something which is malevolent has an evil intent.

No, Lord Voldemort was evil long before Harry was even born.No.
My interpretation is that Lord Voldemort didn't care a bit about good and evil - his acts show this - and was only interested in getting power - and that he despised those that were not as interested in seeking power as he was (or not as good at it), thinking of them as "too weak".
