It may help to conside the two phrases as sciences.
Information Technology "Includes all matters concerned with the furtherance of computer science and technology and with the design, development, installation, and implementation of information systems and applications [San Diego State University]."
Information Management "(Data Analysis) [is] The manipulation, re-organization, analysis, graphing, charting, and presentation of data for specific management and decision-making purposes." [www.nalms.org]
To me, IT is the combination of hardware, software and processes that an entity uses to collect information, while IM is the means by which that information is made understandable, organized and stored.
