The Missouri Compromise admitted Missouri as a slave state and Maine as a free state to maintain the balance, and also specified that no new slave states would be admitted north of the southern border of (most of) Missouri ... the southeastern corner of Missouri dips down into the "slave state" region.
As you might expect if you knew anything about the politics of the time, this new rule lasted almost long enough for the ink to dry before people started contesting it.
When Missouri petitioned Congress for statehood in 1820, they were met with an unpleasant issue: at the time, there was a balance in the Senate (and only the Senate) of slave states and free states, and they wanted to be entered as a slave state. However, the state of Maine petitioned for statehood soon afterward (before 1820, it had still been part of the state of Massachusetts) as a free state. Thus, Congress accepted both into the Union. Piggybacked on to the bill allowing both states was a decree that disallowed any slavery in any state or territory north of the southern border of Missouri (except for Missouri, of course.)
However, the Missouri Compromise (or the Compromise of 1820) was eventually rescinded in 1850 due to the entry of Kansas as a slave state, another compromise (aptly dubbed the Compromise of 1850) and the introduction of the idea of popular sovereignty.
