When are new one piece episodes coming out?

Since Oda's 4 week break is coming to an end, the latest manga chapter has been lined up to be released on the 23rd of September, though it may take until the 24th for it to be scanlated and hosted on the web.

By actual book release, I'm not sure. In Shonen Jump, they skipped a few arcs so that they can get to the actuall updates.

The magazine is released Monthly, but if you want to really get all of the updates you want, you can go to http://www.onemanga.com/.

There, you can read all of the manga for free. One Piece updates are from weekly to monthly, which is better than just monthly. Also, they have orriginal things, like for instance, Zoro isn't "Zolo" in the online-updates.

Honestly, I don't think cartoonnetwork will be bringing one piece back any time soon. However, they have been airing some older shows like courage the cowardly dog. if they do bring it back it won't be any time soon, though it is a possibility in the future.

In Japanese they come out on Saturdays but if you want it in subtitles they come out the following Sunday. As for dubbed they come out like 1 week later then the Japanese one comes out.
