I don't know about Texas, but a child has to be 100 pounds to be in the front seat in NY. There is no sense in putting them there unless you are sure. They need to be protected.
To sit in the fromt seat of the car you have to be over the age of 12, and at least 110 pounds or heavier. however, if you are 17 years or older, you can sit in the back without the need of a seat belt (unless your in Texas or Kansas)
