Kids can sit in the front seat in VA when they are over 12 years old (13 years old and up) and when they are over 80 lb. They cannot sit if they're heads are well position with the air bag. They're heads should be over the air bag.

each state is different. In VA they have to be able to touch the passenger pegs and that is all. You do have to have a seat and pegs for them, they can't sit on the fender with their feet hanging out, but again, that's VA.
