I don't have an eyebrow piercing but most are 2-3 months to be fully healed. To change it, I'd wait at least 6 weeks unless you go to your piercer and have them change it to another one of their autoclaved jewelry.

The cartilage piercing heals from the outside at first. So don’t get misled by the healed piercing that you see from the outside. The inner part of the piercing stays in the healing process for quite a long time. So you should avoid changing your jewelry for the first 3 to 5 months if it apparently seems to have healed.
