You can take him out in your arms as soon as you bring him home. Don't let him have contact with the ground where other dogs have (or may have) toileted and don't let him have contact with other dogs unless you know them VERY well and know they are healthy and fully vaccinated. During his puppy vaccination series there is a period of time when he will have little or no immunity and is at increased risk of contracting diseases. You have to keep him away from sources of infection during that period. The problem is, we don't ever know exactly when that period is or when it ends. Most vets will clear a puppy to be out in public (and around other dogs) a week after his second set of shots. But you should do whatever your own vet recommends because he knows your specific area, what's going around, and the specific needs of your puppy best.
