War was never declared on Iraq. President Bush ordered the invasion to find and stop the building of weapons of mass destruction and germ warfare. It was also thought that Iraq was hiding the terrorists who had destroyed the World Trade Center and attacked the Pentagon. Oil may have been a factor, but that was never stated.

The President of the United States cannot declare war, only the congress can. The last "declared war" that was constitutionally carried out was World War II.

other conflicts have obviously occurred but war was not declared so these events are very large and deadly "police actions" that while in are reality were wars... it was not declared. simply he didn't. congress didn't either.
