Public television broadcasting made its appearance in 1929 when the BBC started their first service from London. It was only a part time service and was just a single channel, delivering news and public information content for the first year or two. By the early 1930s they had moved on to entertainment as well as news.

In America, it took a little longer to start public broadcasting. Although there were several demonstrations, it wasn't until 1939 that RCA launched North America's first service.

The world's first television advertisement was broadcast July 1, 1941. The watchmaker Bulova paid $9 for a placement on New York station WNBT before a Baseball game between the Brooklyn Dodgers and Philadelphia Phillies. The 10-second spot displayed a picture of a clock superimposed on a map of the United States, accompanied by the voice-over "America runs on Bulova time."

Yes, but ... The first practical television broadcasting equipment was developed in the 1920s. Over-the-air broadcasting started in the US in 1927 and in 1930 the BBC had a regular schedule of programming by 1930. However it took a long time to build up the infrastructure needed to make television more than a very narrow niche medium. Studios, transmitters, and most importantly receivers that people could afford to buy all had to be developed.

By the mid-1930s there were small but growing audiences in the US, the UK, and Germany. 1936 was somewhat of a watershed year with broadcasts of both the US political conventions and the Berlin Olympic Games. The major US radio networks had planned to start regular network broadcasts by the beginning of the next decade, but work was suspended until 1946 due to WWII.

People started having TVs in the 1940's, but not many had them due to the high costs. They became more affordable and prevalent in homes during the 1950's.
