Wyoming was a US territory. Territories are overseen by the US government. The people living in Wyoming wanted to become a state so that they could have a state government with more local control and be represented in the US Congress.
On July 10th 1890, Wyoming became the 44th state in the United States

The US acquired the land comprising Wyoming from France as part of the Louisiana Purchase in 1803. The Territory of Wyoming was created by Act of Congress on July 25, 1868. At the time of its formation, it took land from the Dakota, Idaho, and Utah Territories.

The territorial government was formally inaugurated May 19, 1869.

Although the Wyoming population was not enough to qualify for statehood, it became one anyway on July 10, 1890.
