China's government sees the internet as a threat - because it suppresses its citizens by censorship. Certain websites are blocked by China - so their citizens cannot access them from within their country.
Nearly 30,000 sites are blocked in China. It's part of the censorship from the People's Republic of China. Major websites such as Youtube and Blogspot have been blocked recently.
Any censorship is necessarily biased no matter who does it.
Russia recently enacted the "Law of Lugovoi" to unilaterally block access to any website on the internet. It is reported that 63% of Russians support Internet censorship.
