Mikhail Gorbachev was president of the USSR between 1990 and 1991. He was the first president of the USSR as the office of president was created in March 1990. Gorbachev first came to power when he was became General Secretary of the Communist Part of the Soviet Union in 1985.
He came into power in 1985 but didn't become president (head of office) of The United States of Soviet Russia until march 1990. He remained president til he as ousted in 1991 and the United States of Soviet Russia collapsed.
Mikhail Gorbachev became the leader of the Soviet Union in March of 1985, by virtue of becoming the General Secretary of the Communist Party, which ruled the USSR at the time.
He later attained several other key posts, culminating in being elected the first President of the Soviet Union in March 1990.
Gorbachev held several key titles over his career as the Soviet leader. While the USSR did not technically have the post of a "Premier", the title of the Chairman of the Presidium of the Supreme Soviet of the Soviet Union, due to its obscurity, was often referred to in the West as that of the Soviet Premier.
Gorbachev attained this post in October 1988.

For all practical purposes former premier and president of what was left of the Soviet Union, Mikhail Gorbachev resigned from all politics by 1991. He gave way to the popular president Yeltsin.
