After the Italians had fought in Abysnnia and loaned troops to the Spanish Civil War, the Italian citizens wanted peace. The Italian and German ministers met to form an alliance in 1939. The Germans signed a pact with Russia. Hitler had promised Mussolini 3 years of peace; then 2 weeks later he invaded Poland that started WW2. Their first pact was signed secretly just prior to Mussolini's first trip to German in September 1937. It was during this time that he referred to their alliance as the Berlin-Rome "axis".
Hitler invaded Poland in 1939. Italy and Russia had joined him then too. Really he just took countries and they became part of the axis powers. Many Italians and French and Poles and other people from the occupied countries secretly fought against Hitler. So the axis power nations were not toltally on board with him.
Later Russia turned against Hitler. Japan was a parner but in reality Hitler ended up helping them.
