In September of 1939 the Soviets demanded of the three Baltic states that they accept Soviet military bases and a limited number of troops on their territories While all three governments were forced to agree, this formally did not affect the sovereignty of the three states. Full military occupation occurred in June of 1940.
There was two times when it happened. First time it was in 1940 June 15 when Soviet military forces crosses borders of Lithuania. President Smetona at that time left Lithuania in order not to legalize the occupation. Soon after that, about a year later, Soviets was forced to leave Lithuania by Nazi Germany. And the second time Soviets occupied Lithuania was in 1944 year, it took them about one year to get full control of Lithuania. By 1945 they already had control up to Klaipėda city.

Stalin signed it because he was suspicious of the western powers, and because Germany could offer him things like land. - and he got it- the baltic states of Lithuania, latvia and Estonia.
